As a former Senior Executive Service (SES) leader, Quan built a distinguished career leading government-wide programs that enhanced enterprise operations, advanced shared services, and delivered measurable improvements in efficiency, accountability, and public service outcomes.
Her leadership experience spans the Department of the Interior, General Services Administration (GSA), Federal Emergency Management Agency (FEMA), the Virginia Information Technology Agency (VITA), the Federal Reserve Bank of Richmond, and leading healthcare and manufacturing organizations. Across these environments, she has consistently delivered strategies that modernize operations, unlock cost savings, and improve performance for diverse stakeholders.
